Temporary Deputy Chairman, I beg to move: THAT, Clause 35 of the Bill be amended by inserting the following paragraph immediately before paragraph (a) — (aa) by deleting subsection (1) and substituting therefor the following new subsection (1) ─ (1) The County Treasury is responsible for authorising the opening, operating and closing of bank accounts for the county government and its entities, except those of the County Assembly or as otherwise provided by other legislation and in accordance with regulations made under this Act. If Members can read, it is just the same thing I was talking about. The county treasury is responsible for authorising the opening, operating and closing of bank accounts for the county governments and its entities, except those of county assemblies or, as otherwise provided by other legislation, in accordance with the regulations made under this Act. We want to give the county assemblies independence. That is why we have a problem with oversight. As long as they are part and parcel of the executive and their salaries, mileage, per diems and committee sitting allowances go through the county executives, we will never have independent county assemblies. This is an opportunity to give them that independence in terms of how to manage their resources. I beg to move."
