    "content": " Hon. Temporary Deputy Chairman, this is a very good amendment. County governments, in collusion with county assemblies, doctor county budgets midway. The moment the Clerk tables the budgets for the counties, it is mandatory that the same copy is given to the Controller of Budget and the Senate. The Senate Committee on County Public Accounts and Investments should have a memory when they want to investigate the original budget tabled. This is a very good amendment that will bring accountability and transparency in the budget-making process of county assemblies and governments. I support."
