    "content": "The rationale is to establish what County Assembly Fiscal Bureau which is similar to our Budget Office. The purpose of this office is to support county assemblies in analysing and advising on budget issues. In fact, most of the time our Budget Office has been supporting county assemblies. We have now realised that it is important to, in a small way, set up a County Assembly Fiscal Bureau, which will be assisted by the Budget Office to build capacity to ensure that our county assemblies are up to speed in matters concerning budget. That is the reasoning behind this New Clause 36A"
