    "content": " Thank you, Hon. Temporary Deputy Speaker. I think what the Chair is recommitting should be Clause 8(a). Mine states that both county and national governments cannot procure goods and services three months to the general elections without the concurrence of the National Treasury. That is why we have huge pending bills because when governors were going to elections, they issued letters of award left, right and centre. When they lost, those who came in said they were not going to pay those bills."
