    "content": "Thank you, Mr. Temporary Speaker, Sir. Let me take this opportunity to welcome Members from my county. We are very pleased to have them here today. This is the place where we work together with them. I would like to tell them that for devolution to work, the Senate and the county assemblies must work very closely. I thank them for the effort they have put in so far despite a lot of challenges facing our county. We still have a lot of issues we are grappling with. As they come here to bench mark, I hope that they will be able to look into issues to do with devolution and to ensure that funds from the Central Government are properly and effectively utilized for the benefit of our people."
