    "content": "Thank you, Mr. Temporary Speaker, Sir, for the opportunity to join you in welcoming the Public Accounts Committee form Trans Nzoia County. Trans Nzoia County is a county that is politically under my jurisdiction because the ruling party in Trans Nzoia is the Forum for the Restoration of Democracy–Kenya (FORD- Kenya), led by yours truly. I am happy to see that the MCAs whom I personally know; each and every one of them and welcome them to the Senate. I would like to remind them that they hold the unique position in the structure of devolution as being the primary oversight institution. Before anything gets to the Senate, the county assembly is enjoined in law and the Constitution to pass budgets, to track the implementation of budgets and to audit the use of public resources.
