    "content": "Indeed, Mr. Temporary Speaker, Sir, it is a significant matter which is normally handled by the Council of Elders. We have told our Council of Elders that they need to focus less on politics, and more on such issues that put young boys and girls at a great disadvantage. I remember many years ago, in the 1950’s, through the leadership of one great community leader called Paulo Mboya, the elders sat down and split that clan into two. This was to ensure that not every other relationship would then be looked at as incest. You can imagine people in four or five constituencies being told that they cannot intermarry; and that any sexual relationship is described as incestuous. The question then was, “What were we going to do with these children?” They were converted into child soldiers, indoctrinated, intoxicated, given weapons and as a result, they killed hundreds of people.
