    "content": "The DCI has also proposed to waive charges for jobseekers as well as HELB because HELB charges you Kshs1,000 if you did not get their loan which does not make sense because maybe the reason you did not get the loan was because you did not go to university. Why are you then being charged for not having a loan? We have agreed that in the first quarter of next year they are going to withdraw that fee of Kshs1,000 because of the information technology systemic they are putting in place."
