"content": "Mr. Temporary Speaker Sir, I would like to tell you for a fact that most of the court cases that county governments face is because they have not involved the people. People are just questioning on public participation, people’s interests and citizen participation. That is why most county governments are in court. They have been taken to court even on budget and policy issues. There are also a few legislations that have been taken to court on a few occasions by the public. This shows that public participation space in Kenya, especially in this region and the entire Africa, has been the leading light in terms of opening space for citizen engagement. I know that governors fear that when they engage the people and the population, it is as if they are doing them a privilege, yet it is a right. It is good that one of our delegation, the Deputy Speaker (Hon.) Moses Cheboi, was the leader of our delegation, as the Parliament of Kenya. I want to challenge my colleagues in the National Assembly to fast track the Public Participation Bill. This bill will allow our county governments to have a uniform legislation they can rely on in terms of making decisions, and ensuring that we open the space that we are talking about. I would like to challenge the Parliament of Kenya, especially the Senate, to support anything that ensures that we have open governance programs within our system."
