    "content": "Mr. Temporary Deputy Speaker, Sir, having applied the programmes, I wish to state that the funds requested for will be utilized efficiently and effectively. The values of integrity, commitment, professionalism and customer responsiveness will be upheld in the delivery of services by the Ministry. With those remarks, I now seek the approval of this House for the Ministry to spend the sum of Kshs4,459,965,860 to finance both the Recurrent and Development expenditures for the financial year.
