    "content": "4. Contrary to section 13(j) of the Statutory Instruments Act, there appears to be an unjustifiable delay in the publication of the Regulations or laying them before Parliament. This is contrary to the law that is given. We were able to scrutinise many other inconsistencies in the regulations and we were able to bring out these in the Report, including power to arrest, which is only conferred upon police officers, and where it is exercised by the public, it has to be under clear laws."
