Extension of time to comply with regulations was another concern because we were given six months to comply with the regulations but unfortunately, we are considering these in November. Therefore, we will not have anything more than two months or three months to comply. There are many other regulations which are in the Report and these were the concerns that we actually brought before the House. It is on the basis of these inconsistencies that we actually made a recommendation that these regulations be annulled. Having said all this, it is the considered opinion and recommendation of this particular Committee that the regulations under consideration be annulled entirely in accordance with the law. Allow me to thank Members of the Committee on Delegated Legislation for their continued tireless work to ensure that all statutory instruments that are brought before the Committee are scrutinised in time. Reports are made timeously and those that are approved are approved and those that are rejected are brought to this House to be annulled with speed, so that the regulation making authorities can go back to the drawing board and come up with regulations that are acceptable. With those remarks, it is my humble prayer that you allow me to move and call upon the Hon. Member for Gilgil, Hon. Martha Wangari, to second. Thank you."
