    "content": "I believe anything to do with security of the nation has to come to this House and be passed as an Act of Parliament, so that the regulations that will be enacted will have the full force of the law. I do not believe in the idea of most Cabinet Secretaries creating regulations here and there. They create regulations in the Ministry of Education on education and health matters. I believe security is so vital that we do not need these Regulations. I believe that each law has to be made and amended in this House, so that we can put down a serious law that will govern security matters."
