It goes without saying that all regulation making authorities must at all times observe the provisions of Section 13(m) of the Statutory Instruments Act, which prohibits delegating of powers to make more general guidelines, conditions, requirements or whatever they would call it, contrary to that section. With those remarks, I support the Motion."
