    "content": "Secondly, I doubt if the Committee considered the full text of the Act in terms of the commissioners. Section 17 of the Act gives the President the power to appoint nine commissioners upon approval by this House. However, there are already three standing commissioners, namely, the Chair of the Commission on Administrative Justice, the Chair of the Kenya National Commission on Human Rights and the Chair of the National Gender and Equality Commission. They are already commissioners as we speak. So, it behooves the Committee not just to look at those who applied, but they ought to look at who are the other members who are existing and how that sits with the requirement of Section 17 on regional and ethnic balance."
