This is my third point that Article 250 requires that as we are looking at the distribution of commissions and independent offices, they should be taken as a whole and not individually to reflect the regional and ethnic balance of this country. Committees that propose names must, therefore, demonstrate not just how that particular commission satisfies that principle, but how other existing commissions and numbers taken as a whole satisfies that."
