    "content": "Of most importance is the fact that we have a strategy called the Agricultural Sector Transformation and Growth Strategy, which presupposes that farmers will be clustered into thousands. This strategy cannot be implemented without a supportive legislation. So, in this particular respect, I thank the Members who have come out very strongly to say that we should move quickly into developing a Bill which will, therefore, guide the industry or guide the sector into organising the entire sector to have farmers registered in terms of what they produce and where they produce it."
