    "content": "The Equalisation Fund is established under Article 204 of the Constitution of Kenya 2010. Since its inception, the utilization of the Equalisation Fund has been wanting. Therefore, the rationale for coming up with this Bill is to expedite the operationalisation and expenditure of the funds in the Equalisation Fund. The obtaining situation on the ground is that of a hungry man looking at food on the table and is told that is his food but he is unable to access it. So, according to Kenyans, ni kama huyu mtu anakula hiyo chakula kwa macho ."
