"content": "At the outset, I support the Bill because it is clear in the manner in which the Constitution addresses concerns of inequality and areas that are disadvantaged. This is what the Bill seeks to do. I am drawn to the understanding and definition of ‘marginalization’. It is clear that, as we look at this Bill, we are working on very clear demarcations and surveys that were done by the Commission on Revenue Allocation (CRA). From that, it is clear that it was seen that marginalization is a consequence of a number of skewed processes in the distribution of scarce resources. There are cases where marginalization can also be the result of the geographic location or the manner a particular community, county or areas seem to still be outside the purview and accessibility of development and national axis."
