    "content": "I support the Bill because it is clear that it is the only mechanism that will enable us to improve and ensure that we embrace and ensure that those areas that were left behind can catch- up and that the catch-up can be substantive. It would not only be in terms of making statements, but it would also be linked into very clear organizational framework that would provide necessary resources that would then affect the livelihoods and the kinds of experience that those people have. My only request is that, as we do that, then it is important for us not to base what we do not on broad generalizations, but to seek to even understand and perhaps define clearly what we see as the marginalised areas."
