    "content": "The drafters of the Constitution decided that there were 14 counties that were left behind, courtesy of Session Paper No.10 of 1965. Those who marginalised us – the Kitchen Cabinet that was mostly made up of agricultural people – recollected the same in a Commission report and decided that they would relook at the issue of marginalised counties. That is why they added other factors. They said some pockets were marginalised."
