I wonder if he is in order to say that a Sessional Paper is decided by a ‘kitchen’ cabinet, knowing very well that any Sessional Paper, constitutional amendment or any legal document has to come to the House and Parliament is the one that approves. It is not approved through a ‘kitchen’ Cabinet. When he continues in that line, it means there is something called ‘kitchen’ cabinet that decides how sessional papers are going to be implemented. So, Hon. Sankok is misleading the House."
