    "content": " Thank you, Hon. Temporary Deputy Speaker. I first thank Hon. Kamket for trying to operationalise an Article of the Constitution to ensure that we have this money used for the purposes intended within the legal framework. I do not normally agree with Hon. Kamket on too many issues. He was the tallying agent of my opponent in a by-election. I strongly support this Bill because it cuts across. First, we need to understand that it is a constitutional requirement. The drafters of the Constitution realised that certain parts of this country were not at par with the rest and that there was need to put money aside to ensure that we all grow together. There is a tendency in this Republic that my name changes with the office I hold simply because I hold brief, not for the people of Kenya who probably pay salaries to all public servants, but to the communities, constituencies and counties we come from. The current Commission for Revenue Allocation (CRA) is, in my view, a disaster in the making. You cannot dilute a formula to the extent that you say one village in a constituency that is so developed is marginalised. The resources of that constituency can be used to bring that village at par with the rest. The electronic version of the Official Hansard Report is for information purposes only.
