    "content": "First, I want to thank Hon. Kamket for coming up with this Bill. For the benefit of the new Members, a similar Bill was in the last Parliament. It was brought by Hon. Lelelit who was a Member of Parliament from Samburu. It came as a constitutional amendment to establish a clear framework of the Equalisation Fund. As you all know, in a constitutional amendment, we must have two-thirds of Hon. Members present. Unfortunately, at that particular time, we did not achieve the two-thirds number. So, this Bill was here. I hope that Hon. Kamket is listening so that it will help him when he replies."
