"content": " The Division of Revenue Bill is very important and it comes every year. Its essence is to divide the national revenue between two levels of government: the national Government and the county governments. We had CDF. Initially, we tried to position it on its own, but when we went to court the court said that we have only two levels of government, so it could only go under the national Government level. That is why we amended the CDF Act to be the NG-CDF Act. So, we get CDF funds from the portion of the national government allocation. So, when it comes to the Equalisation Fund, as we try to operationalise it, we must try to think further and see. Is it going to come under the national Government allocation or through the county governments’ allocation? My humble request as we move on, Hon. Kamket, is we amend this so that the Bill can also go to the Senate because it involves the counties. I thank you, Hon. Temporary Deputy Speaker. I support."
