    "content": "expedite the operationalisation and expenditure of funds so that regions that are marginalised can catch up with the rest of the country that is a bit more developed. So, I want to commend Hon. Kamket for coming up with this Bill. Since the establishment of this Fund, these funds have been disbursed only once. Whatever was contemplated in Article 204, the impact of it has not been realised in the areas that are considered marginalised. I want to believe that by passing this Bill, we are going to ensure that the Equalisation Fund, through the creation of the National Board, will be able to do the work for which it was envisioned and therefore areas that are marginalised are going to receive these funds as quickly as possible so that they are able to improve services and come to a level where they can also enjoy these services like the rest of Kenya; services like improved roads, improved health facilities, electricity and water. Remember that at the beginning, just immediately after Independence, certain regions in this country were declared closed districts, for example, West Pokot and because of that, they have been left behind. The framers of this Constitution wanted something that would bring those areas closer to areas that were considered for more at the beginning. But the unfortunate thing is that since the promulgation of the Constitution, these funds have just been disbursed once. Therefore, these areas have not been able to benefit. I want to believe that it is because these funds have been domiciled at the National Treasury. I want to also believe that those at the National Treasury may not feel as those from the marginalised areas."
