    "content": "At the outset, I thank Hon. John Mbadi, the Hon. Leader of the Minority Party of the National Assembly for reintroducing this Bill which was there before, courtesy of the Hon. Member who is no longer in this House. This Bill should have been with us many years ago. It is in the 10th Parliament that the Akiwumi Commission was tasked and a report was delivered to this House and we were to make a decision. For one reason or the other, we did not do so. It was raised again in the 11th Parliament and we did not conclude that business and again this Bill is before us."
