From the outset, I would like to thank the Leader of the Minority Party, Hon. Mbadi, for bringing this Bill because it speaks to a very significant aspect. I support it. I would like to start by recognising that leadership is what Members of Parliament do. This includes those who served from the period the Bill is mentioning, namely, 1st July 1984 to 1st January 2001, those who continue to serve from that time and those who will serve later."
