"content": "Thank you, Mr. Speaker, Sir. I appreciate you for the opportunity given. I am sorry I came in late. Pursuant to Standing Order No.48 (1), I rise to seek a Statement from the Standing Committee on Finance and Budget on the status of pending bills in counties. In the Statement, the Committee should- (1) State whether county governments process their pending bills in accordance with the laid down policy or regulatory framework. (2) Confirm the status of compliance by county governments with the Public Procurement and Disposal Act. (3) Give the current status of pending bills in the 47 county assemblies and county executives. Mr. Speaker, Sir, the issue of pending bills is very serious in our counties. These bills are accumulating. Every governor will just use the money and leave the bills there. Another governor will come in and they will not pay. The people who are in the counties including contractors and those who do business with the counties are already suffering. They will continue to suffer if action is not taken. I would like the Committee to look into the issue of contractors who are supposed to be paid, but are never paid.When their names are put in the Integrated Financial Management Information System (IFMIS), it is sent to the Controller of Budget (COB), and when the money goes back to the county, the companies are not paid, but other"
