    "content": "Madam Temporary Deputy Chairperson, if we are saying that the Director and the Chairman - particularly the Director - is not here and is within the country and the National Assembly is meeting to scrutinize the Budget on behalf of the Kenyan people, it is very difficult for us to understand why we have spent as much time as we have spent as a Committee going through each and every Vote. We did that so that we can help the Minister and persuade ourselves that it is necessary to support the budget that has come.
