As I conclude, in effect this Motion is answering your question in the last paragraph; that such governor, who has been barred from accessing his office, unable to work with CECs, the National Treasury, Controller of Budget, Auditor General. If it was just physically accessing office and not his functions, anyone would have taken the documents to the governor’s house to sign them when required. This Motion is alluding to what is already happening out there, where the governors are being barred from performing the functions of a governor constructively."
