(Prof.) Kindiki): Going by your distinction between vacancy – which I found very impressive – and absence, when the court says that you cannot access the office and, therefore, according to what we are discussing, the governor cannot perform those functions, whether temporarily, permanent, long-term or short- term; do you not think that it is no longer the governor determining that absence, but a court? Where does that leave us when you look at the grounds for creating vacancy, as you rightly put it? It is either somebody was not qualified to stand for governor; resignation, death or conviction, which is a judicial determination of conviction and jailing someone for more than 12 months.
