    "content": "As I support this Motion, I want to confirm to the House that any regulation that does not have sufficient evidence over the issue of public participation with this Committee, we do not entertain it at all. That is because we will be violating Articles 10 and 118 of the Constitution of Kenya by not observing that there was evidence of public participation on that particular regulation. My free advice to all regulation-making authorities is that it could be easier for them to do what we call pre-publication scrutiny with the Committee before publishing it so that it can enable them to have their regulations passed in a very easy way. Instead, we have witnessed authorities rush to publish regulations before scrutinising. So, I urge all of them to engage the Committee before publishing the regulations."
