    "content": " Hon. Temporary Deputy Chairlady, given that I was using the charity of the Leader of the Majority Party, I will drop the amendment on youth, gender and persons with disabilities. Even as I drop the amendment, I want to say for clarity that if you look at all the other pieces of legislation, even though the provision to give jobs to the youth, gender and persons living with disabilities is in the Constitution, we normally provide it in the main law. Sometimes, when ministries are implementing the law, most of them do not look at the Constitution, but the Act. We have had instances where people do not include the youth, women or persons with disabilities because it is not in the main Act. Even though we sometimes appear like we are overlegislating, that is the reason."
