    "content": "Again, for purposes of what the Chair of the Committee has said, the inclusion of the PSC is not an indication of competitiveness. It can choose to call one person and tell him to apply. We have seen it. People abuse the law all the time. That is why a lot of times you become very clear about what you mean in Kenya. Because of that, I withdraw the second part of the amendment, but retain the one on competitiveness as directed by the majority of the Members."
