    "content": "A long time ago, I used to be a trader in commodities. I know the Common Market for Eastern and Southern Africa (COMESA) rules allowed one to import sugar and instead of giving a certificate to the real importers, they used to give to brokers. We do not want a situation where somebody goes round with a certificate and sells it to an expert like Hon. Osotsi, who may not know what to do with it. This is to make sure that we are alive to it. Once it expires, one can ask for renewal."
