    "content": "In compliance with the law and the requirements of the Constitution, this Agreement has not been effected. It has been signed but it has been up and down because it was approved by the Cabinet sometime in October 2016 but South Africa found out that it was not complying with its internal mechanisms and so they took it to allow compliance with the internal mechanisms in South Africa. In February 2019, they signed it and we also signed it. Up to now, it has not come into force, the reason being that it cannot until it is ratified by this House."
