    "content": "Mr. Deputy Speaker, Sir, there have been allegations and in some cases as it happened during the last Parliament, scholarships were awarded to people in a certain constituency which belonged to a particular Minister. This Minister has very cleverly avoided giving the details of the constituencies which are available because all these applicants have IDs. In some cases, I have seen forms where they have specified where they come from. I find this answer incomplete because it has come to our knowledge that these scholarships are a preserve of the Ministers so that if the Minister is from Eastern Province, the scholarships will be given to students from that province and if the Minister is from Central Province, then the scholarships will go to students from that province. So, insist that the Minister tables a list showing the specific constituencies where the beneficiaries come from so that we can interrogate him."
