    "content": "I know an instance where a police officer insisted that a child who had been defiled speaks loudly in a police station. He told her: “We cannot hear you, speak loudly.” What have you done to this child? Please, put it down so that everything is taken care of. However, in terms of the Bill, it is late. We should have put these child care centers in line with the Fourth Schedule. This is not to say that it is near normal; it is accepting that in one or two cases, there will be a child who will be defiled, and that child will keep the baby. When the child is born it will become a Kenyan. Both the child and her child need the care and attention of this country."
