    "content": "Mr. Deputy Speaker, Sir, I agree with the hon. Member that some of the scholarships are partial. It is made clear to the beneficiaries how much the scholarship will cover, and whether it is tuition or not. They are informed whether or not they will cover for the other costs. I will indicate the partial scholarships, full scholarships, the ones the parents are required to meet the extra bill and the ones the Government is required to meet the extra cost for the students. However, I want to assure this House that under my watch, the issue of scholarships will purely be on merit based on the criteria that have been established between the Ministry and the countries offering the scholarships."
