    "content": "Part Four of this Bill talks about establishing care centres. This one has been a challenge. Article 26 says every child has a right to life. However, we should involve the parents of these young mothers and guardians because some of these centres might mistreat children and their mothers. I am in the Committee on Labour and Social Welfare. We have been told of many of these centres mistreat children. We have heard of cases where children are sleeping on floors and not having sufficient food. Others are treated like adults. We should think of taking them back to their families rather them continue suffering in those centres."
