    "content": "ensuring that they go to school at the right time. Clauses 22, 23 and 24 talk about issues of registration and licensing. Clause 24 is stipulating how a centre can be closed. I urge that we stipulate punitive measures in this Bill for those centres that will mistreat our children. Recently, we saw a centre where children were sleeping on the floor. We have read in newspapers how children are being trafficked quietly from those centres. We think they are in those being taken care of, but they have already been sold quietly to other countries or to those people who want to use human parts to carry out their spiritual rituals.That is why I am saying we need stringent measures be taken against these particular centres."
