    "content": "Hon. Minister, you are at liberty not to answer or respond to that point of order, because it is out of order. But the Chair has a concern. To the best of the recollection of the Chair, at no place did the Chair see when these students are going outside the country that there is a portion for constituency. So, you had better be careful not to make an undertaking, because it is probably going to be very difficult. I can understand about the province. Maybe looking by the names, one can see what communities are left out. But I do not think there is a portion in the Ministry of Higher Education, Science and Technology where you are told to fill in the constituencies. But if you have that information, then maybe the recollection of the Chair is not that perfect."
