    "content": " Thank you, Hon. Speaker. I beg to move the following Motion: THAT, this House adopts the Report of the Departmental Committee on Defence and Foreign Relations on its consideration of the Agreement between the Government of the Republic of Kenya and the Government of the Republic of South Africa on Defence Co-operation, laid on the Table of the House on Wednesday, 16th October 2019 and pursuant to Section 8 of the Treaty Making and Ratification Act, 2012 approves the Ratification of the Agreement between the Government of the Republic of Kenya and the Government of the Republic of South Africa on Defence Co-operation. Hon. Speaker, I want to highlight some aspects of the Agreement. We have brought to this House several agreements and co-operations of this nature. The status of the forces Agreement is a legal framework that defines the position and the modus operandi of a foreign military force in a host State territory. Often, we talk of bilateral, but at times, it is even multilateral. It can be a multilateral character."
