    "content": "Madam Temporary Deputy Speaker, Sir, Kenya has already introduced cleaner fuel – unleaded petrol. However, the Government should enact legislation, making importation of cars with catalytic converters mandatory. catalytic converters reduce vehicle emissions by almost 90 per cent, but they need unleaded petrol to function effectively. Those two must go together for us to achieve that particular target. The main contributor to lower emissions in developed countries has been the introduction of cleaner fuels and the concurrent introduction of improved engine technology as well as after-treatment devices."
