    "content": "Madam Temporary Deputy Speaker, the low sulphur diesel was introduced in the market a few years ago but it was largely done by the oil majors. It was done primarily because they wanted to have that niche in the market. This was not done because of the Government law or policy that compelled these companies to do that. This Motion seeks to compel the Government to ensure that we have a proper legislation to ensure that the emission rates are regulated in Kenya and that they would be able to measure up with other countries like those in Europe where vehicles have to meet certain requirements before they can be allowed on the road."
