    "content": " Mr. Deputy Speaker, Sir, in saying all this, I want to confess that the Government has not behaved well in this regard; how they have borrowed and how they have used the money. Sometimes you go into projects like I want the SGR to go everywhere including Kisumu, but the way it has been implemented is a total disaster. There are many other projects which one can mention without end. I think the solution this time round is to look at the law because the Constitution has provided a framework where Parliament is the one to set the limits.
