    "content": "Thirdly, is it true that the National Treasury can adjust the budget of the Judiciary? Of all the arms of the Government and the departments mentioned, there is only one that has special protection in terms of the budget in the Constitution and that is the Judiciary. It is only the Judiciary that has a special fund under Article 173 and a clear reading of that Article gives no role at all for the National Treasury. The Chief Registrar of the Judiciary is expected to raise their proposals and to engage with the National Assembly. We, in the National Assembly, once we are persuaded, can adjust or otherwise, but once we are persuaded and it is passed, that money that is allocated is a direct charge on the Consolidated Fund. If anything, it is a direct charge on the Consolidated Fund, the President, the CS, the PS and everyone else gets to have no say."
