    "content": "It is only one more Member who can speak. Before I give that chance, I want to quite agree with Hon. Joshua Kutuny. Given the way this matter rose in the House by way of an intervention from Hon. Kaluma, the Speaker may not issue directives. In order to bring it in the formal way or order of business, I will direct that the Office of the Clerk facilitates the Budget and Appropriations Committee to get copies of the HANSARD of this afternoon and the sentiments or contributions by all the Members, so that the Committee invites the Cabinet Secretary for the National Treasury and formally submits a report on this issue to the House. That is so, so that the House can be able to act upon that report. That report should be tabled before the House before the end of next week, which means it must be before Thursday, next week. So, the Committee is instructed to sit and make sure that they invite the Cabinet Secretary and whomever it is that will assist him or her to come and address the various issues you have raised in your contributions. After that, the BAC can bring a formal report which we can debate and make a resolution one way or the other. Finally, let us hear Hon. Millie Odhiambo."
