    "content": "(Mr. I.E. Mohamed): Yes, I supplied the answer. The total budget for that period then is Kshs10,043,701,000. I just want to explain that of the 36 percent that went to the headquarters, it comprises both the purchase of things like vehicles for the project and it also includes when there are droughts and they are supplied and therefore that total budget is not the one which remains at the headquarters. (b) The Ministry of State for the Development of Northern Kenya and other Arid Lands does not undertake classification of areas. This is done by the Kenya Agricultural Research Institute (KARI) under the Ministry of Agriculture in collaboration with other institutions such as the Kenya Meteorological Department. The classification is based on the degree of aridity which takes into account several factors including rainfall, temperature, humidity, evaporation rate, soil types and overall agricultural productivity of the area. The arid areas receive approximately 150 millimetres of rain to 450 millimetres of rain per year while the semi-arid areas receive 500 to 800 millimetres of rainfall annually. (c) The details of micro-projects implemented by the Arid Lands Resource Management Project, Turkana office, are contained in an annex that I have given to the hon. Member. These projects were completed within the time frame of the financial years. The annex is a map that details where those projects particularly took place. The criteria used for identification and allocation of budget resources to micro projects is governed by the following; proposals that emanate from different community groups and CDOs, line Ministries, leaders, early warning bulletins in the case of droughts, incomplete projects of the previous years and affirmative action on the part of the district monitoring unit addressing the concerns of a specific marginalized or special category of the populace. These proposals are then submitted for approval to a multi- sectoral District Steering committee known as (DSG) and comprising representatives from line Ministries, local and international NGOs, faith based organizations, community representatives, women groups and marginalized groups and also politicians. Once the work plans are approved, the DSG recommends that the Arid Lands Resource Management Project implements those micro-projects in collaboration with the relevant departments and based on the strength of either of the livelihood zones or the district development area. The Arid Lands Resource Management Project approaches the relevant technical departments to avail the bills of quantity and designs for the planned micro projects before implementation can be done. The DAC is also involved in the monitoring of the micro-projects periodically."
